1 Acceptance of Terms

2 Services Description

JD Smart-Sevai is a professional e-Sevai certificate application assistance centre operating across Tamil Nadu. We help individuals, students, and families apply for government certificates through official government portals. Our Services include:

• PAN Card — New application, correction, and reprint
• Voter ID Card (EPIC) — New registration, correction, and address change
• Income Certificate — New application and renewal
• Community Certificate / OBC Certificate — New application and renewal
• Employment Registration — New registration, renewal, and updation
• PSTM (Permanent Resident of Tamil Nadu) Certificate
• Application tracking and status updates

3 Eligibility

Our Services are available to individuals who:

• Are residents of Tamil Nadu or Indian citizens seeking Tamil Nadu government certificates
• Are 18 years of age or older, or minors whose parents or guardians use the Service on their behalf
• Provide accurate, genuine, and complete information and documents

4 Fees and Payments

Our service fee covers application assistance, document pre-checking, portal submission, and tracking. Service fees are separate from any official government fees required for the specific certificate.

• Our service fees are communicated to you before you confirm the service
• Government portal fees (where applicable) are charged at actuals and passed on transparently
• Fees must be paid before or at the time of document submission, unless otherwise agreed
• Fees are non-refundable once the application has been submitted, except as described in Section 10

5 Document Submission

By submitting your documents to JD Smart-Sevai, you confirm that:

• All documents and information provided are true, accurate, and belong to you
• You have the legal right to submit these documents for the purpose of the application
• You have not knowingly provided false, fabricated, or misleading documents
• You grant JD Smart-Sevai permission to use your documents solely for filing your certificate application

6 Data Privacy and Security

The handling of your personal data is governed by our Privacy Policy, which forms part of these Terms. Key commitments:

• Purpose limitation: Your documents are used exclusively for processing your certificate application
• Secure handling: Documents are not shared with any third party other than the relevant government portal
• Auto-deletion: All personal documents are permanently deleted from our systems immediately after your service is completed
• No sale of data: We do not sell, rent, or share your information with advertisers or marketers

7 Processing Times

Processing times depend on the certificate type and government department timelines. Estimates are guidance only and not guaranteed:

• PAN Card: 10–15 working days
• Voter ID Card: 2–4 weeks, subject to Election Commission processing
• Income Certificate: 1–2 weeks, subject to Revenue Department verification
• Community Certificate: 1–2 weeks, subject to Revenue Department verification
• Employment Registration: 3–7 working days
• PSTM Certificate: 1–2 weeks, subject to Revenue Department verification

JD Smart-Sevai is not responsible for delays caused by government backlogs or factors outside our control.

8 Accuracy of Information

You are solely responsible for ensuring that all information and documents you provide are accurate and correct. JD Smart-Sevai will pre-check your documents before submission but this does not transfer responsibility for accuracy to us.

If an application is rejected due to incorrect information provided by you, re-submission may require additional service fees.

9 Limitation of Liability

To the maximum extent permitted by applicable law, JD Smart-Sevai shall not be liable for:

• Rejection of your application by the government authority for any reason
• Delays caused by government departments or third-party portals
• Losses arising from inaccurate or incomplete documents provided by you
• Changes in government policies or fees after your application is submitted
• Any indirect, incidental, or consequential damages arising from use of our Services

Our total liability shall not exceed the service fee paid by you for the specific service in question.

10 Refund Policy

Refunds are evaluated on a case-by-case basis:

• Full refund eligible: If JD Smart-Sevai is unable to submit your application due to reasons within our control
• Partial refund or free re-submission: If your application is rejected due to a verified error made by our team
• No refund: Once your application has been successfully submitted to the government portal
• Government fees: Non-refundable once paid, regardless of outcome

11 User Conduct

When using our Services, you agree not to:

• Provide false, forged, or misleading documents or information
• Use our Services for any unlawful purpose
• Apply for certificates on behalf of another person without their explicit consent
• Harass, threaten, or abuse our staff or representatives
• Attempt to reverse-engineer or misuse any part of our website or systems

12 Intellectual Property

All content on the JD Smart-Sevai website — including text, graphics, logos, and software — is the property of JD Smart-Sevai and is protected by applicable copyright and intellectual property laws. You may not reproduce or use any content from our website for commercial purposes without our express written permission.

13 Third-Party Portals

JD Smart-Sevai submits applications through official government portals such as the Tamil Nadu e-Sevai portal, NSDL/UTI for PAN Cards, and the Election Commission's voter registration portal. These portals are operated by government entities and are subject to their own terms and availability.

JD Smart-Sevai is not responsible for downtime, technical issues, or policy changes on third-party government portals.

14 Termination

JD Smart-Sevai reserves the right to refuse, suspend, or terminate our Services to any individual at any time if we reasonably believe you have violated these Terms, provided false information, or if continuing to provide the Service would violate applicable law.

15 Governing Law and Jurisdiction

These Terms shall be governed by the laws of India. Any disputes arising out of or in connection with these Terms shall be subject to the exclusive jurisdiction of the courts located in Tamil Nadu, India.

16 Changes to These Terms

JD Smart-Sevai reserves the right to update or modify these Terms at any time. Changes will be effective immediately upon posting to this page with an updated date. Your continued use of our Services after any changes constitutes your acceptance of the updated Terms.
